Project Engineer Associate Operational Engineering & Planning

**Job Description**

The Electronic Special Test Equipment (ESTE) manufacturing team, part of the Operational Engineering & Planning (OE&P) organization within the Operations Strategic Capabilities Unit (SCU), is responsible for the manufacturing of test cables, test racks, test plates, simulators, and other test equipment in support of the Assembly, Integration, and Test phase of a program.

We are currently seeking to hire an associate project engineer interested in providing ESTE skill-domain knowledge to program management teams. The nominal candidate for this position will have relevant experience with ESTE hardware and manufacturing processes that will enable programs to more accurately establish and execute to cost and schedule baselines, while meeting program requirements. Skills required for this position include the ability to communicate effectively, lead teams through challenges, multi-task effectively, and close on tasks as assigned.

**What You ll Do:**

+ Develop, maintain and enforce effective and efficient manufacturing processes, instructions, flows, systems, and facilities that meet program, customer, and government compliance requirements.

+ Develop and maintain detailed production plans, manufacturing schedules, and factory forecasts in support of program and enterprise level operations.

+ Influence product designs assuring manufacturability; reduce product costs, meet program delivery requirements, and assure rigorous quality requirements are efficiently met through the application of professionally accepted industrial techniques, practices, and procedures.

+ Develop, maintain, and enforce processes that effectively control company- and customer-owned material, property, and assets.

+ Contribute to the completion of milestones associated with specific projects in support of AI&T phase of a program.

+ Independently provide solutions to a variety of technical problems of difficult scope and complexity.

+ With some additional management oversight, lead multidisciplinary teams in the execution of projects supporting program/contract objectives e.g., ESTE related milestones, deliverables

+ Track performance against cost and schedule as well as verifying the effort is meeting the technical specifications.

+ Identify, track, and address risks and opportunities that will enable improved execution.

+ Compile and prepare documentation (e.g., briefings and reports) to support program management meetings and contract deliverables, and effectively communicate understanding of both the production and programmatic aspects of a project to the project team as well as the customer.

+ Support development of a strong team by participation in key aspects projects and mentoring more junior team members.

+ Begin delegating as appropriate - establish clear expectations by providing well-defined tasks with clear entrance/exit criteria, due dates, and associated budgets (as required).

+ Support time-phase/staffing estimates for assigned program focus areas utilizing existing standardized tools.

+ Demonstrate excellent interpersonal skills, strong written, communication, oral presentations skills, and ability to lead group discussions.

+ May work with classified documents which requires thorough knowledge of DoW procedures for the proper usage and safeguarding of classified information.

+ Provide timely feedback to team members about his/her performance. Seek opportunities to recognize outstanding performance via the Employee Recognition Process. Address poor performance appropriately.

+ Support identification and pursuit of business opportunities through direct involvement in pre-proposal and proposal activities.

+ Maintain a regular and predictable work schedule.

+ Establish and maintain effective working relationships within the department, the Strategic Business Units, Strategic Capabilities Units and the Company. Interact appropriately with others in order to maintain a positive and productive work environment.

+ Perform other duties as necessary.

**On-Site Work Environment:** This position requires regular in-person engagement by working **on-site five days** each normally scheduled week in the primary work location. Travel and local commute between company campuses and other possible non-company locations may be required.

**Working Conditions:**

+ Work is performed in an office, laboratory, production floor, or cleanroom, outdoors or remote research environment.

+ May occasionally work in production work centers where use of protective equipment and gear is required.

+ May access other facilities in various weather conditions.

**Required Education, Experience, & Skills**

+ BS degree or higher in Engineering or a related technical field is required plus 4 or more years related experience.

+ Each higher-level related degree, i.e., Master s Degree or Ph.D., may substitute for two years of related experience. Related technical experience may be considered in lieu of education. Degree must be from a university, college, or school which is accredited by an agency recognized by the US Secretary of Education, US Department of Education.

+ Demonstrated experience with Microsoft Office products (PowerPoint, Word and Excel).

+ Solid organizational and coordination skills.

+ Excellent communication skills.

A security clearance or access with Polygraph is not required to be eligible for this position. However, the applicant must be willing and eligible for submission, depending on program requirements, after an offer is accepted and must be able to maintain the applicable clearance/access.

**Preferred Education, Experience, & Skills**

+ Working knowledge of EGSE equipment, manufacturing, and test environments.

+ Familiarity with program Assembly, Integration, and Test phase work.

+ Familiarity with Cost Account Manager (CAM) duties and/or CAM certification.

**Pay Information**

Full-Time Salary Range: $97008 - $164914

However, individual salaries are determined by a variety of factors including, but not limited to: business considerations, local market conditions, and internal equity, as well as candidate qualifications, such as skills, education, and experience.
