Leidos, Inc., the implementer for Ameren Illinois' award-winning energy efficiency programs, seeks an experienced and motivated candidate to join our team as a **Technical Advisor** . This position is ideal for a technical leader with deep experience in energy efficiency, Technical Reference Manual (TRM) development, evaluation support, and cross-functional program coordination. The Technical Advisor will provide high-level technical guidance across Residential and Business energy efficiency portfolios, supporting program strategy, implementation, evaluation, and market transformation initiatives.

The ideal candidate will possess strong analytical and communication skills, experience interpreting and applying TRMs, and a demonstrated ability to lead technical studies and collaborate across multiple stakeholder groups including utilities, evaluation teams, and implementation staff. The candidate should be adaptable, proactive in identifying technical improvements, and comfortable working in a dynamic, collaborative environment.

Job Location: Ameren Illinois and Leidos believe it is very important to provide employment opportunity to the utility ratepayers that reside in Illinois. Therefore, there is Strong preference for the successful candidate to be located in the Ameren Illinois service territory https://www.ameren.com/illinois/company/about-ameren/service-territory (roughly the southern two-thirds of Illinois). The Ameren Illinois service territory includes several large to mid-size communities such as Galesburg, Quincy, Peoria, Bloomington-Normal, Champaign-Urbana, Danville, Decatur, Springfield, Charleston-Mattoon, Effingham, Mt. Vernon, Marion, Carbondale, and Metro East (Belleville, O'Fallon, Granite City, Edwardsville, Alton, Collinsville).

Travel may also be required to the Peoria, IL and/or Collinsville, IL offices on a periodic basis.

**Primary Responsibilities:**

+ Provide technical advisement to the Stakeholder Advisory Group and Technical Advisory Committee working groups, leading technical studies and whitepapers to help shape and refine the Technical Reference Manual (TRM) in support of both Residential and Business program interests.

+ Coordinate with implementation technical teams on the review and technical assessments from Evaluation, Measurement, and Verification (EMV) reporting.

+ Lead and coordinate data collection planning efforts across technical and operational teams to support pilot initiatives and emerging program offerings.

+ Conduct tertiary savings reviews on high-risk or complex projects, including TRM-to-database interpretation, validation, and error checking to ensure accuracy and compliance.

+ Provide technical assistance on electrification initiatives, including measure development, savings methodologies, and implementation considerations.

+ Support alignment between market transformation activities and resource acquisition programs by helping bridge technical assumptions, data needs, and program design considerations.

+ Perform Market Effects data verification and support evaluation readiness efforts.

+ Prepare technical reports, memos, and presentations for internal and external stakeholders.

+ Assist in strategic planning efforts to improve technical processes, savings integrity, and program performance.

+ Provide technical insight to support achievement of electric and gas savings goals and program portfolio objectives.

**Required Education & Experience:**

+ Bachelor’s Degree in Engineering or related technical field with 4+ years of relevant experience.

+ Prior experience in energy efficiency, TRM development or interpretation, evaluation support, or utility program implementation.

+ Strong understanding of energy savings methodologies and measure-level savings calculations across residential and commercial sectors.

+ Experience supporting technical advisory groups, stakeholder working groups, or regulatory processes.

+ Ability to interpret evaluation findings and translate them into actionable program or TRM improvements.

+ Advanced analytical skills, including strong proficiency in Microsoft Excel.

+ Experience with Salesforce (preferred) or other CRM

+ Demonstrated ability to coordinate across multiple stakeholders and manage complex technical initiatives.

+ Strong written and verbal communication skills with experience preparing technical documentation and whitepapers.

+ Must be organized, reliable, and capable of managing competing priorities in a fast-paced environment.

**Desired Experience:**

+ Experience supporting technical advisory bodies.

+ Familiarity with electrification strategies and emerging energy technologies.

+ Experience reviewing or responding to evaluation memoranda.

+ Knowledge of market transformation strategies and market effects methodologies.

+ Experience coordinating pilot programs and associated data collection efforts.

+ Familiarity with utility-offered products and services within Residential and Business portfolios.

+ Strong strategic thinking and problem-solving skills with the ability to connect technical analysis to broader program and regulatory objectives.

**Pay Range:**

Pay Range $73,450.00 - $132,775.00
