Northrop Grumman's Aeronautics Systems sector has an opening for a **Program Manager 2** to join our team of qualified, diverse individuals in the Development Operating Unit (OU).

This position will be located in Oklahoma City, OK and the candidate will lead both hardware and software programs for the B-2 Bomber. The successful candidate will be responsible for managing the cost, schedule and performance for upgrades and modifications to the platform. This includes monitoring program execution, resolving difficult challenges, supporting program business activities, tracking program milestones, mentoring and guiding personnel, and ensuring adherence to program plans and schedules to ensure activities are well executed and remain on track.

In addition, the successful candidate will work closely with the Leads and technical teams across the B-2 program, assisting in the identification, development, proposal, and negotiation of Request for Proposals (RFPs). This includes actively engaging across functional areas to ensure sufficient and appropriate staffing levels are established and maintained, adapting as needed to align to Government prioritization. This position requires a comprehensive understanding of multiple contract types and the ability to drive successful, profitable performance.

**Duties and Responsibilities:**

+ Directs all phases of programs from inception (proposal development) through completion (contract closeout)

+ Responsible for proposal development / capture planning and strategy

+ Develops customer relationships and customer intimacy

+ Responsible for the cost, schedule and technical performance of company programs

+ Develops and adheres to Integrated Master Schedules (IMS)

+ Develops and adheres to budget baselines utilizing Earned Value Management (EVM) methodologies

+ Integrates requirements vertically and horizontally across the project to ensure successful execution

+ Briefs Northrop Grumman and Air Force Leadership on project status

+ Identifies, mitigates and manages risks

+ Works with multiple teams and cross-functional departments

+ Participates in the negotiation of contract and contract changes

+ Coordinates the preparation of proposal work statements and specifications, operating budgets and financial terms/conditions of contract

**Basic Qualifications**

+ Bachelors degree and 10 years (or Bachelor of Science in STEM and 9 years) of related experience as defined below, OR a Master's degree and 8 years (or Master of Science in STEM and 7 years) of related experience as defined below.

+ Related experience includes professional and/or military experience to include a background in: project management, program management, engineering, capture efforts, and/or business management related functions.

+ Must have an active (in-scope) DoD Secret Clearance with a last investigation / re-investigation within the past 5 years

+ The ability to obtain/maintain Special Program Access within a reasonable amount of time as determined by business needs

Salary range - $124,200 - $186,400

**Salary Range:** $124,200 - $186,400

The above salary range represents a general guideline; however, Northrop Grumman considers a number of factors when determining base salary offers such as the scope and responsibilities of the position and the candidate's experience, education, skills and current market conditions.

Employees may be eligible for a discretionary bonus in addition to base pay. Annual bonuses are designed to reward individual contributions as well as allow employees to share in company results. Employees in Vice President or Director positions may be eligible for Long Term Incentives. In addition, Northrop Grumman provides a variety of benefits including health insurance coverage, life and disability insurance, savings plan, Company paid holidays and paid time off (PTO) for vacation and/or personal business.
