Sourcing Manager, Data Operations

**Summary:**

Meta is seeking an experienced Sourcing Manager to join our Strategic Sourcing team, focused on the Data Operations outsourcing programs that power our Gen AI efforts.This is a unique opportunity to partner with teams across Meta and shape the company's growth through effective sourcing solutions.Within Meta's Finance organization, Strategic Sourcing owns end-to-end indirect sourcing, market and spend analysis, contracting, and supplier strategy.As Sourcing Manager, Data Operations, you'll work closely with business and research teams across Meta and its affiliates to develop and execute sourcing, contracting, and purchasing strategies that drive business objectives. This is a fast-moving environment of rapid growth and experimentation, where the ability to pivot quickly is critical.The role supports global programs and requires international travel.

**Required Skills:**

Sourcing Manager, Data Operations Responsibilities:

1. Build collaborative relationships with key stakeholders across Meta to develop, implement, and optimize outsourcing and vendor management solutions for Gen AI data annotation and collection vendors

2. Proactively identify, track, and manage risks and issues across programs

3. Identify, develop, and deploy industry-leading supplier management, procurement, and category management practices

4. Prepare and manage sourcing documents, contracts, statements of work, and related procurement documents, driving the legal, financial, and technical aspects of outsourced programs

5. Lead contract negotiations that maximize value to the company

6. Ensure program success through strong performance management and governance, in partnership with the business

7. Manage complex sourcing projects end to end: planning, execution, measurement, and optimization

8. Collaborate with our Sourcing Category, Contract Management, and Procurement Operations teams, along with cross-functional partners in Compliance, Privacy, Legal, and InfoSec

9. Align regional and local processes to Meta's global operating model, applying established vendor management policies, standards, and practices

10. Build and cultivate strategic relationships with key suppliers. Provide market intelligence and strategic sourcing updates to the leadership

11. Manage, coordinate, and support special projects as needed

**Minimum Qualifications:**

Minimum Qualifications:

12. 6+ years of sourcing experience, ideally in tech or AI domains

13. Demonstrated success in negotiating complex contracts and managing vendor relationships

14. Excellent program management skills, with a track record of building successful relationships across business stakeholders, cross-functional groups, and third parties

15. Strong commercial negotiation skills, using multiple levers beyond rate (e.g., volume discounts, quality thresholds, speed to market, service levels)

16. A deep understanding of balancing speed, quality, and cost in sourcing decisions for frontier models in a fast-paced Gen AI environment

17. Proficiency in building and maintaining dashboards and reporting tools to support sourcing decisions

18. Experience using data to drive sourcing and negotiation strategies

19. Experience driving change and improving end-to-end processes

20. Knowledge of the legal, financial, and technical components of outsourcing

21. Experience in managing a global vendor portfolio

22. Experience organizing complex workstreams and solving ambiguous problems by breaking them into structured, actionable steps

23. Proven ability to synthesize complex information into crisp, executive-ready summaries for leadership audiences

24. Demonstrated ongoing AI skill development (e.g., prompt/context engineering, agent orchestration) and staying current with emerging AI technologies

25. Experience sourcing annotations for ML/AI model development and/or large language model development

26. Experience in managing high-volume data annotation sourcing programs

27. Demonstrated ability to integrate AI tools to optimize/redesign workflows and drive measurable impact (e.g., efficiency gains, quality improvements)

28. Experience working in a startup or other dynamic, high-growth company

29. Certification in project management or process improvement methodologies

30. Experience adhering to and implementing responsible, ethical AI practices (e.g., risk assessment, bias mitigation, quality and accuracy reviews)

31. Experience working with BPOs, crowdsourced/freelance platforms, and boutique data vendors

**Public Compensation:**

$139,000/year to $196,000/year + bonus + equity + benefits
