**Job Description:**

**Education & Experience**

+ Bachelor's degree in Computer Science, Engineering, Information Systems, or related technical field.

+ 10+ years of experience in technical program or project management, systems engineering, or product development roles.

+ Experience leading large, cross-functional technical programs from concept through delivery.

**Technical Competencies**

+ Strong understanding of software development lifecycle (SDLC), system architecture, cloud technologies, and/or hardware integration.

+ Ability to translate complex technical concepts into clear requirements, timelines, and deliverables.

+ Proficient in Agile, Scrum, SAFe, or other modern delivery frameworks.

+ Familiarity with DevSecOps practices, testing frameworks, CI/CD pipelines, and system reliability engineering principles.

+ Experience with project management tools (e.g., Jira, Azure DevOps, Confluence, MS Project).

**Program Leadership & Execution**

+ Own program planning, scheduling, resource coordination, risk management, and overall execution.

+ Drive alignment across engineering, product, operations, cybersecurity, and leadership teams.

+ Build and maintain detailed program roadmaps, milestones, and dependency frameworks.

+ Identify, track, and mitigate program risks and issues with a proactive approach.

+ Ensure delivery of technical capabilities that meet requirements for quality, security, and compliance.

**Communication & Stakeholder Management**

+ Strong executive communication skills, with the ability to brief senior leadership and external stakeholders.

+ Facilitate cross-functional discussions to resolve technical and programmatic conflicts.

+ Prepare program dashboards, status reports, and decision-ready briefing materials.

+ Act as the central point of contact for all program communications.

**Strategic & Analytical Skills**

+ Ability to analyze complex problems, evaluate trade-offs, and drive data-informed decisions.

+ Support long-term technical strategy, capability roadmapping, and resource planning.

+ Demonstrated ability to balance tactical execution with strategic direction.

**Leadership & Collaboration**

+ Lead matrixed teams without direct authority; influence technical and business partners.

+ Foster a culture of accountability, transparency, and continuous improvement.

+ Mentor teams on program discipline, requirements quality, and execution best practices.

The likely salary range for this position is $138,063 - $186,791. This is not, however, a guarantee of compensation or salary. Rather, salary will be set based on experience, geographic location and possibly contractual requirements and could fall outside of this range.
