**Job Summary** : We are seeking an experienced Subcontracts Manager II with experience of working in a government procurement environment, including CPSR policies and procedures. In this role, you will lead a team of Subcontract Administrators in managing subcontracts with various U.S. government agencies and international customers. You will have a strong background in procurement or supply chain management, excellent negotiation, communication and collaboration skills. The successful candidate will lead, motivate and develop a team of Supply Chain professionals at various levels of experience. Furthermore, the successful candidate will need to foster a culture of excellence, innovation, and continuous improvement within the team.

This is a key leadership role that requires a high level of expertise, strategic thinking, and collaboration with internal and external stakeholders. This position requires working in the office on a hybrid working schedule of at least three days a week.

Principal Duties and Responsibilities will include:

+ Ensure compliance with Supply Chain policies and procedures, and advise internal customers on supply chain-related matters

+ Manage geographically dispersed staff

+ Provide leadership and guidance to staff, including mid-year and end-of-year performance reviews

+ Analyze data and present Supply Chain metrics to effectively manage staff and operations

+ Provide training to staff; produce templates and guidance to staff to support development

+ Review and ensure staff are maintaining subcontract proposal and contract documents in accordance with applicable laws, regulations, and company policies

+ Ensuring compliance with FAR, DFARS and Prime Contract flow-down provisions, company policies and procedures, and program provisions

+ Identify and execute continuous improvement initiatives

+ Ability to resolve contractual conflicts with subcontractors through negotiations and contractual vehicles

+ Review and provide approval against Subcontract Material and Labor Basis of Estimates

**Required Education, Experience, & Skills**

+ A clear understanding of regulatory and trade compliance, particularly with regards to export and import controls

+ Experience leading major procurement/subcontracting efforts in a Department of War (DOW) contracting environment

+ Knowledge of FAR and DFARS regulations and the nature of flow-down requirements

+ Understanding/knowledge of CPSR audits and requirements.

+ Comprehensive understanding of subcontractor solicitations and bid analysis/process

+ Strong working experience generating, negotiating and executing major subcontracts

+ Demonstrated ability to resolve contractual conflicts with subcontractors through

+ Excellent verbal and written communication

+ Excellent time management/organizational skills

+ Strategic/Critical Thinking

+ Strong experience generating, negotiating and executing major subcontracts and long-term supply agreements, with the financial acumen to evaluate pricing, cost impacts, and contractual risk.

**Preferred Education, Experience, & Skills**

+ Familiarity with defense / aerospace industry & regulations and a good understanding of the role of subcontractors in complex industries

+ Advanced degree and/or certification in CPSM, CPM, CIPS or CFCM

**Pay Information**

Full-Time Salary Range: $134640 - $228888

However, individual salaries are determined by a variety of factors including, but not limited to: business considerations, local market conditions, and internal equity, as well as candidate qualifications, such as skills, education, and experience.
