SCOPE OF POSITION

The Project Manager of Construction responsibilities includes planning, design, and construction of medical facilities.  The individual oversees the development of architectural/engineering documents and cost estimates while monitoring the design process and approval with the State and local authorities.  He/she will review consultant and construction agreements/contracts.  The person in this position is expected to review architectural/engineering documents for conformance with MSHA programs and system mission/vision and meet the organizations objectives of providing state-of-the-art facilities within established budgets and schedules.  This individual will have major construction responsibilities including maintaining quality assurance, expediting, reviews and approvals, coordinating construction with operations when appropriate, expediting clarifications as well as scope and budget control.  This individual must manage consultants and construction contractors and report project status against approved objects, budgets and schedule.  This person will also be responsible for recommending team structures and directing teams to achieve established outcomes.
It is also the responsibility of this position to coordinate and manage the various phases of construction for all MSHA facilities.  These project phases range from master planning, defining scope of projects, budget development, and design to completion and certification of occupancy.  This individual will work and communicate regularly, no less than monthly, with MSHA team members, contracted consultants and construction contractors/managers to ensure all project goals and objectives are met.  Appropriate system tracking software will be maintained and current for each project he/she manages.
Individual must be able to comprehend and speak to drawings, specifications, budgets, and scheduling related to all healthcare construction.  The project manger must have the skill set to serve as the owner's representative on major capital projects.
B.    FREEDOM TO ACT/ACCOUNTABILITY:
The project manager is expected to work autonomously within diverse settings and situations. The position is advisory to MSHA team members, consultants and contractors. The project manager will assist in developing and administering system standards and procedures as defined for MSHA. He or she will annually update files and standards which includes costing information, materials performance and performance criteria. The project manager will direct and administer MSHA negotiated contracts for consultants and architectural services throughout the system. The project manager will review construction projects for adherence to project scope, budget, design standards and compliance with contract. The project manager uses Project Management standards of practice in the development and management of all capital projects. The project manager evaluates consultants and architects and advises MSHA senior leaders on their continued use.

WORKING RELATIONSHIPS/CONTACTS:
Partners closely with the project planners, facility managers and internal/external staff to facilitate the smooth implementation of capital projects. Works closely with internal and external staff, hospital CEOs and physician groups to ensure stakeholder satisfaction. Builds effective relationships with other corporate support services groups to improve process flows and appropriately collaborate on all capital projects.  Provides monthly updates to AVP of Construction and Facilities Management. Will have frequent contact with outside consultants, vendors, general contractors, agencies, bureaus and professional peers.

PRINCIPLE ACCOUNTABILITIES:

1. Oversees, reviews and provides continual guidance to direct team members and consultants to ensure compliance with facility standards and regulatory mandates, and to ensure that competitive fair-market pricing is considered when buying or contracting for services or products.
2. Interacts directly with the senior administrative group of each facility to ensure that support is delivered effectively and efficiently.
3. Provides budgetary assistance to hospital Directors and hospital Administrators, in preparation for each year's capital budget process.
4. Ensures safe care for patients and safe facilities for team members by adhering to policies, procedures and standards, within budgetary specifications, including time management, supply management, productivity and accuracy of practice.
5. Promotes individual professional growth and development by meeting requirements for mandatory/continuing education and skills competency; supports demand-based goals, which contribute to the success of the organization; and serves as a resource to less-experienced staff.
6. Acts and manages major projects as the owner's representative.
Other Accountabilities:
Directs Project Service Activities:

* Core Department Service Accountabilities
* Develops, implements and reviews for compliance with all MSHA design standards
* Accumulates and utilizes state-of-the-art facility development concepts and innovations to determine the feasibility of their applications to enhance MSHA facility and business operations performance.
* Incorporates current patient care trends into facility recommendations to maximize facility efficiency, high levels of productivity, energy conservation and overall cost containment and avoidance.* In collaboration with MSHA's strategic planning and project planning, supports long-range facility planning efforts for existing facility retrofit, expansion and new development projects for MSHA and all of its hospitals.
Core Department Service Accountabilities:
* In collaboration with MHSA's strategic planning, supports long-range facility planning efforts for existing facility retrofit, expansion and new development projects for all MSHA facilities.
* Working with MSHA strategic planning and facility managers, recommends to the hospital facility manager and CEO the appropriate level of consultants.
* Ensures that plans comply with system-wide master plan standards and incorporates appropriate benchmarks for evaluating success.
* In conjunction with financial and strategic planning, assists hospitals through the approval process, as necessary.
* Evaluates existing sites and facilities, including code requirements and efficiencies, current conditions, codes, standards and regulatory agencies, as well as the narrative program of spatial needs.
* Maintains relationships with professional and regulatory groups, as well as up-to-date knowledge of industry trends and regulatory requirements potentially impacting MSHA and its hospitals.
* Ensures that all projects use MSHA Owner/Architect agreements, including general and supplementary conditions, as drafted by the MSHA Legal Department.
* Develops a list of preferred vendors for use across the MSHA system, including local contractors. Maintains qualification records on architects and design consultants, and provides feedback into the interview and selection process. Assist in the drafting of Requests For Proposals (RFP) for consulting, design and other project-related professional services.
* Assist in the preparation of annual budgets for capital projects and related expenses
* Adheres to all policies and procedures of the department and MSHA.

Job duties of this position may require access to protected patient information (PHI). The team member will be accountable for appropriate use of the record and compliance with all confidentiality and security policy and procedures related to use, access, and disclosure of PHI.

REPORTING RELATIONSHIP
The Project Manager reports to the Assistant Vice President, Construction and Facilities Management. The project manager supervises architects, interior designers, consultants, and CADD operators and other related positions. The project manager works closely with all senior leaders, engineering project planners, facility managers and department directors to provide required project services.

 
 

EDUCATION AND EXPERIENCE
Bachelors Degree in Architecture, Engineering, Construction Management or related field, or the equivalent professional experience in the construction of hospitals and medical clinics.

A minimum of 2 years progressive responsibility in project management related to healthcare facilities is required. Must have experience in at least three (3) of the following categories:
Medical Office Buildings, Acute Care, General Hospitals and Outpatient Centers. Individual must have been responsible for the management of multiple major projects. He or she must have experience in directly negotiating and managing vendor contracts. They must have significant management experience in directing a team of in-house and outside consultants and construction professionals.
* Knowledge:
In-depth knowledge of healthcare design and construction, building codes and regulations, space programming and allocation, and cost analysis. Excellent working knowledge of project coordination/management, budgeting and scheduling concepts and procedures is required, as well as the knowledge of project planning, design and construction processes.  He or she must have a clear understanding of the affect of facility design on staff performance and efficiencies, as well as current trends in healthcare facility development and facility designs impacting patient care and operating efficiency.
* Special Skills/Equipment:
Great verbal and written communication skills, solid interpersonal and conflict resolution abilities and work group facilitation skills are required. Must exhibit leadership skills and the ability to initiate and maintain clear communications. Demonstrated ability to lead teams, manage and balance multiple interests and resolve conflicts. He or she must have consultative skills to gather needs and translate requests into potential solutions.  Individual must have strong relationship management skills to maintain positive relations between Facilities Planning and Development and internal/external groups. Familiarity with computer software programs such as word processing, project management, spreadsheets, and computer aided drafting.
