Currently, ManTech is seeking a motivated, career and customer-oriented Proposal Manager to join our team. This is a remote opportunity.

Our Proposal Manager is primarily responsible for managing and writing proposals in support of Digital Transformation Division (DTD), within ManTech, growth goals, strategic initiatives, and service offerings. This position is a highly visible role within our Proposal Center and works closely with executive leadership, business development, and capture teams, as contracts, pricing, and operations management. Duties are performed within a team environment with a focus on quality and excellence. This position will report directly to the Director of Proposal Operations while also supporting the DTD’s Growth Team and ManTech Enterprise by delivering quality services utilizing ManTech’s best practices.

**Responsibilities include, but are not limited to:**

+ Leading and participating in collaborative sessions to refine win strategy, competitive assessments, and customer pain points or hot buttons

+ Managing assigned proposal resources, writing past performance and management sections, editing, ensuring compliance, resolving issues, coordinating among key stakeholders, and analyzing solicitations (to include scorecard and past performance proposal responses)

+ Envisions the entire proposal, ties in the win themes, reviews with the other groups, runs through daily meetings, understands and manages the entire proposal process

+ Develops all necessary proposal documentation (e.g., compliance matrixes, proposal outlines, writing assignments, responsibility matrices, proposal-related customer questions, annotated outlines, color review management, finalized proposal documents, oral presentations, lessons learned, etc.) to win the assigned bid

+ Ensures proposal documentation receives appropriate internal/capture management approval; coordinating any necessary updates and certifying compliance

+ Ensures the response clearly conveys the proper key messages, value propositions, and differentiators from capture development

+ Establishes and maintains communications among geographically distributed proposal teams, including subcontractors, using collaborative tools such as SharePoint and Microsoft Teams

+ Coordinates with the contracts and pricing staff on cost and contractual volumes to ensure appropriate schedules and inputs

+ Authors appropriate proposal sections and help design graphic concepts

+ Collaborating with authors to ensure compliance and responsiveness of their respective sections

+ Works with the Solution Architects to assist in the design of the technical solutions for the proposals; be a “thought leader” for the group

+ Reviews proposal content for compliance and cohesiveness

+ Collaborates with other proposal managers to share best practices and lessons learned

**Basic Qualifications:**

+ Bachelor's Degree

+ 7+ years’ experience in Federal and Department of Defense proposal development for proposals over $25M for a mid-size consulting firm or similar organization

+ Must work well under pressure and be able to meet deadlines

+ Demonstrated ability to counsel and effectively influence with and without authority; strong interpersonal skills and the ability to interface with all levels of management; ability to project a confident leadership image to peers, subordinates, and executive management

+ Understands how communications can influence business results, and is able to articulate this dynamic in interactions with senior executives

+ Strong business acumen, with willingness and ability to learn additional skills

+ Familiarity with Desktop Publishing

+ Excellent organizational skills

+ Excellent verbal and written communication skills

+ Ability to prioritize and manage a number of projects simultaneously; able to be hands-on as well as strategic

+ Ability to interpret solicitation requirements and create/shape a logical and compliant proposal response outline

+ Positive attitude and works well with others

+ Strategic thinker with the ability to make the complex simple

+ Exceptional skills in Microsoft Word, Teams, SharePoint and PowerPoint

**Preferred Qualifications:**

+ Experience with information technology proposals to include technical challenges and scorecard responses

+ Experience with various IDIQs task order proposals

+ Experience with CIO SP3 and other Federal GWACs

+ Experience with Microsoft Teams

+ Experience with the Shipley Process

+ Experience with APMP best practices

**Security Clearance Requirements:**

+ US citizenship with the ability to obtain up to a secret level clearance

**Physical Requirements:**

+ Constantly operates a computer and other office productivity machinery, such as a calculator, copy machine and computer printer

+ The person in this position frequently communicates with co-workers, management and customers, which may involve delivering presentations. Must be able to exchange accurate information in these situations

+ Must be able to remain in a stationary position 50%

The projected compensation range for this position is $96,300-$137,400. There are differentiating factors that can impact a final salary/hourly rate, including, but not limited to, Contract Wage Determination, relevant work experience, skills and competencies that align to the specified role, geographic location (For Remote Opportunities), education and certifications as well as Federal Government Contract Labor categories. In addition, ManTech invests in it’s employees beyond just compensation.
