Launch Complex Systems Engineer

MANTECH seeks a highly talented **Launch** **Complex** **Systems** **Engineer** with skills, background, and experience related to Launch Vehicle (LV) systems, systems engineering, project management, and software productivity tool use, to help the US Space Force redefine the future of the Space Access Directorate. This position is based out of **Los Angeles, CA** .

This position will support the Space Systems Command Space Access **Engineering Division** and the launch services they procure.

**Responsibilities include but are not limited to:**

+ Provide comprehensive LaunchSystems engineeringexpertiseat our Los Angeles Air Force Base (LAAFB) customer site. Areas of expertisefor this position are; Launch Sitedevelopment requirements,Mission Assurance, Launch Operations.

+ Conduct rigorous technical assessments of emerging and established spaceports for compatibility with NSSL-certified launch vehicles.

+ Evaluate launch infrastructure, including payload processing facilities, telemetry, tracking, and commanding (TT&C) capabilities, fueling systems, and ground support equipment.

+ Develop Concept of Operations (ConOps) for Outside Continental United States (OCONUS) launch operations. Harmonize U.S. Space Force range safety requirements (AFSPCMAN 91-710) with host regulations.

+ SupportForeign Cooperation & Policy Integration.Serve as a technical advisor for the negotiation and implementation of Technology Safeguards Agreements (TSAs) to protect sensitive U.S. launch and satellite technology on foreign soil. Facilitate technical working groups between the NSSL Program Office and commercial spaceport operators.

+ Knowledgewith the Department of State, Defense Technology Security Administration (DTSA), and industry partners to navigate International Traffic in Arms Regulations (ITAR) and Missile Technology Control Regime (MTCR) guidelines.

+ Collaborate with The Aerospace Corporation (Aerospace), New Launch Contractors (LCs), launch site personnel, and production and supplier personnel, as needed.

**Minimum Qualifications:**

+ Bachelor's degree,or higher,inEngineering(e.g., Mechanical, Aerospace, Electrical) or STEM field.

+ 9+years Engineering and/or Program Management experience

+ 1+yearNSSL, Launch/Range, Space Vehicles, DoD,NASAor industry equivalent engineering/PM experience

+ Knowledgeandexperience with LVsystems (e.g.,solid rockets motors, liquid propellant rocket engines and systems, ordnance, hydraulics, in-flight avionics, LV ground support equipment, LV structures, composite materials).

**Preferred Qualifications:**

+ Familiarity with space, launch, andLV systemstandardsand range systems andoperations..

+ Backgroundwith USSF, NASA,National Reconnaissance Office(NRO),andLaunch Contractor’s (LCs)preferred.

+ Previousproject management experienceis highlypreferred.

+ Experience with agile software products, such as Warp Core, Jira, Confluence, MS Office Suite, SharePoint,Google Workspace,and Information Technology systems ispreferred.

**Clearance Requirements:**

+ Must be able to obtain andmaintainaSecret clearance, howeverit isnotrequiredto start.

**Physical Requirements:**

+ Must be able to remain in a stationary position50%.

+ Needs to occasionally move about inside the office to access file cabinets, office machinery, etc.

+ Constantlyoperatesa computer and other office productivity machinery, such as a calculator, copy machine and computer printer.
