**Job Summary**

This Program Manager 2 role provides operational leadership ensuring value-based care strategies translate into executable and sustainable programs for 3rd party risk contracts. The position bridges strategy and execution by aligning operational workflows and performance measurements across enterprise stakeholders. This role focuses on operational execution and program performance and does not function as a project management or reporting role.

**Wage Transparency**

The pay range for this position is $73,715 (entry-level qualifications) - $114,275 (highly experienced). The specific rate will depend upon the successful candidate’s specific qualifications and prior experience.

**Essential Functions of the Role**

+ Leads efforts supporting the operationalization and optimization of value-based care programs across the full operational lifecycle.

+ Provides subject matter expertise spanning contract execution, performance measurement, operational workflows, and financial reconciliation to ensure value-based care initiatives achieve intended clinical, financial, and operational outcomes.

+ Translates strategic program objectives into operational workflows, governance structures, and execution plans.

+ Identifies operational gaps across contracting, attribution, performance measurement, reporting, and financial settlement processes.

+ Partners with clinical, finance, analytics, and network teams to ensure alignment between program design and operational execution.

+ Supports development and refinement of VBC operating models and cross-functional processes.

+ Evaluates performance drivers and recommends operational improvements to enhance outcomes and financial sustainability.

+ Leads complex cross-functional initiatives requiring coordination across enterprise stakeholders and external partners.

+ Establishes repeatable processes and controls supporting program scalability and measurement integrity.

+ Identifies risks to program execution and develop mitigation strategies across operational domains.

+ Presents operational insights, performance implications, and strategic recommendations to senior leadership.

+ Serves as a subject matter expert for value-based care operations and enterprise transformation initiatives.

**Key Success Factors**

+ 2+ years of experience in healthcare value-based care programs, payer-provider strategy, or healthcare consulting strongly preferred.

+ Demonstrated experience supporting or operating value-based care models including total cost of care or risk-based arrangements strongly preferred.

+ Experience working across multiple healthcare domains including clinical operations, finance, analytics, and network/provider engagement strongly preferred.

+ Strong understanding of healthcare reimbursement and performance measurement concepts strongly preferred.

+ Experience operationalizing Medicare Advantage and Commercial VBC programs preferred.

+ Familiarity with attribution methodologies, performance measurement frameworks, and population health analytics preferred.
