**General program information and/or position overview.**
Department of Homeland Security (DHS), Customs and Border Protection (CBP) Security Operations Center (SOC) is a US Government program responsible to prevent, identify, contain and eradicate cyber threats to CBP networks through monitoring, intrusion detection and protective security services to CBP information systems including local area networks/wide area networks (LAN/WAN), commercial Internet connection, public facing websites, wireless, mobile/cellular, cloud, security devices, servers and workstations. The CBP SOCis responsible forthe overall security of CBP Enterprise-wide information systems, and collects, investigates, and reports any suspected and confirmed security violations.
**Primary Responsibilities**
Theselected candidatewill serve as the Security & Technology Policy Division Assessment & AuthorizationTeam Lead andapplytheirexperience as anAssessment and Authorization Analystto guideteam members to evaluateCBP Information Systemsbeing introduced to the environment todetermine iftheymeettherequired security standards andareauthorized to operate withinthe CBP network, using the NISTRisk Management Framework (RMF) or similar methodologies
_The candidate_ _will_ _be responsible for_ _administrative_ _reporting and team management_ _and_ _should have knowledge of what_ _happens at key points in the lifecycle of the information system, such as before its deployment or during major updates._ _The Team Lead should be able to independently create_ _security documentation (e.g., System Security Plan, Security Assessment Report) and_ _support the customer to_ _obtain the final authorization to operate (ATO)._ _The Government typically requires assistance in collecting information and answering questions in regard to many broad IT areas including, but not limited to security management controls, access controls, provisioning and deprovisioning, transfers, separation of duties, configuration management, contingency planning, application security, business process controls, interface controls, and data management system controls._
_•_ _Experience leading a team of A&A Analysts/Security Control Accessors_
+ _In-depth knowledge and_ _expertise_ _of many different federal standards and policies to include, but are not limited to:_
_o_ _Government_ _Accountability Office (GAO) auditing practices;_
_o Responding to Congressional requests for information;_
_o Federal Information Security Management Act (FISMA) standards and auditing practices including Federal Information Systems Control Audit Manual (FISCAM)_
_o Office of Management and Budget (OMB) Circular A-123;_
_o DHS 4300A and CBP 1400-05D security policies and manuals; and_
_o National Institute of Standards and Technology (NIST)._
_•_ _Provide internal assessment, compliance, and evaluation readiness services to the CSD organization, as well as with other CBP OIT directorates as_ _deemed_ _necessary by CSD leadership_
_•_ _Verify and confirm that IT security controls are in place and effective (especially with considerations in these areas as applications are migrated to cloud hosting services); and_
_•_ _Provide strategic advice and guidance to the CSD Information System Security Manager (ISSM) teams_ _regarding_ _IT security controls best practices and implementation strategies for new systems and applications that come into the CSD or (as directed) CBP OIT portfolios (e.g., implementing boundary controls)._
_•_ _Serve as a liaison between auditors,_ _participate_ _in external oversight audits as needed, coordinate, document, and review inquiries and responses with the_ _appropriate CSD_ _Government personnel, and_ _finalize_ _the scope of the responses to align with the requested information._
_•_ _Demonstrate_ _successful experience with assessing an organizations maturity level of cybersecurity compliance._
_•_ _Demonstrate_ _expert level knowledge of vulnerabilities and weaknesses across complex IT environments and_ _comprehend_ _the applicability of security standards across technologies._
_•_ _Demonstrate_ _familiarity with cybersecurity operation center (SOC) operations and cybersecurity sensors and tools._
_•_ _Demonstrate_ _experience with the development and coordination of guidance and work products related to issues tracking management and plan of actions and milestones and ensure transparency of maturity level deltas, progress, and challenges within an organization._
_•_ _Assist in developing and presenting briefs to senior leaders on the organization’s CSSP activity._
**Basic Qualifications**
_•_ _A minimum of a_ _Bachelor’s_ _degree coupled with 8 years’ experience in the Information Technology arena or_ _Master's Degree_ _with 6 years of relevant experience._ Additional years of experience are accepted in lieu of degree.
+ _Prior experience with CBP_
+ _Experience briefing and conversing with C-Suite level executives_
+ _Experience conducting FISMA Audits, Financial Statement Audits and coordinating with OIG and KPMG_
_•_ _Minimum of 5 years of experience as an Auditor/ISSO supporting major federal information systems/applications_
_•_ _Bachelor Degree in Computer Science_ _, IT, Information/Cyber Security field from an accredited college or university_
_•_ _Knowledge with auditing security controls and financial processes_
_•_ _Superior writing,_ _communication_ _and critical analysis skills_
_•_ _Deep understanding of Information Assurance, Information Technology and Information Management concepts,_ _processes_ _and procedures_
_•_ _DoD 8570 IAT III_
_•_ _Experience with supporting the delivery of large and complex projects on time and within budget in government organizations_
Must be able to report into the Ashburn VA office daily, if needed.
Must be a US Citizen.

**Pay Range:**
Pay Range $107,900.00 - $195,050.00
