**Essential Functions and Job Responsibilities:**

The successful candidate will manage the Department of Veterans Affairs (VA) Office of Information Technology (OIT) Transformation Support Services (TSS) with total responsibility for leading this effort to provide IT enterprise **service operations (SO)** to sustain OIT operations and OIT remediation support services. This support will include program management; systems, application, and database administration; software/system technical support; cyber security; and disaster recovery. The candidate will have an extensive knowledge and background in leading enterprise operations for highly decentralized staff spanning CONUS and beyond. The candidate will be expected to mature customer relationships across five major divisions: End User Operations (EUO), Infrastructure Operations (IO), Enterprise Command Operations (ECO), Enterprise Security Operations (ESO), and the Service Management Office (SMO). The Program Manager will work closely with multiple VA OIT SO stakeholders to maintain an optimum operational status across the enterprise where OIT assumes operational responsibility.

This candidate will be responsible for the staffing, operational efficiency, senior customer interactions, profitability and program performance measured by Quarterly Assurance Surveillance Plan (QASP) prepared by VA. This candidate will lead a team of highly diverse IT staff to provide SO to VA. Due to the size of the program, the candidate will establish and deploy a set of program managers and project managers for a staff exceeding 1,400 staff members. Core capabilities include leading a team to define program risks and mitigation, establish both communications and change management plans, continuous cyber security reviews and remediation, upgrades and support all facets of internal GDIT program reporting including Financial Management Reviews at the sector and executive levels of GDIT. A particular focus for this position is cybersecurity remediation services. The candidate will need to be versed in VA’s Continuous Readiness in Information Security Program (CRISP) program and understand the relevant support areas including configuration and change management.

**Duties and responsibilities will include, but are not limited to:**

+ Leading a team of highly qualified technical managers to provide enterprise service operations

+ Forging relationships with multiple OIT division leaders

+ Present strategies, objectives risks and timelines to achieve the desired OIT SO objectives

+ Host executive-level sessions with VA to innovate and remedy all priority OIT SO actions

+ Reviewing trends of SO actions to support SO continuous improvement

+ Provide thought leadership to VA in progressing their CRISP program

+ Identify opportunities to satisfy material weakness findings and vulnerability support

+ Serve as a conduit for industry innovation to the federal government, driving ideation and connecting to back office expertise to senior government leadership

+ Capture and report on quantity-based performance metrics used to track core project functions for status reporting and invoicing

+ Utilize professional judgement, critical thinking skills and research to improve program processes and resolve issues affecting program performance

+ Document VA requests via Action Items and develop materials to respond to these requests

+ Prepare ad hoc presentations and reports and present them to the COR and VA stakeholder

+ Support action item management and definition and mitigation of program risks

**Job Location: 100% Remote -** Austin, TX and Washington DC metro areas preferred but remote applicants considered.

**Travel may be expected up to** **25% as needed**

**Minimum Requirements:**

+ Bachelor’s Degree in business related field, engineering, or a related scientific or technical discipline with 20 years of experience, or Master’s Degree with 15+ years of experience or 25 years with no degree.

+ Must have a current ITIL v3 Expert or ITIL v4 MP certification, or PMP or PgMP certification

+ Must have 10+ years of progressive experience managing service operations including enterprise level

+ Must have 5+ years in managing network/system/application vulnerability scanning and security patching

+ Must have P&L responsibility for contracts with annual revenue in excess of $150M over at least 4 years with staffing level in excess of 500 team members

+ Must have experience with defining mission-focused strategies for large enterprise organizations with multiple stakeholder engagement

+ Must have 6+ years of leading solutions with Continuous Readiness in Information Security Program and/or Enterprise IT operations across an enterprise of 50K or more users

+ Must have experience supporting a Government agency, preferably Veterans Affairs, with FFP, FUP, or Cost-Plus task orders under an IDIQ

+ Must demonstrate critical thinking skills to resolve stakeholder conflicts

+ Must have outstanding written and verbal communication skills with the ability to present business leaders

+ Must be able to obtain a Position of Trust and successfully pass a thorough Government background screening process requiring the completion of detailed forms and fingerprinting

**Must be a US Person (Green Card Holder/US Permanent Resident Alien, Refugee, Asylee, US Citizen)**

The likely salary range for this position is $170,000 - $230,000. This is not, however, a guarantee of compensation or salary. Rather, salary will be set based on experience, geographic location and possibly contractual requirements and could fall outside of this range.
