The Network Engineering Specialty- IT Program Manager is a highly technical program manager cognizant of the unique aspects of enterprise network transport. This Program Manager is responsible for complex network integration and network engineering efforts. This Program Manager not only needs to be able to understand and execute the basic traditional principals of IT program management such as managing requirements, costs, schedules, quality, etc., he must also understand the technical engineering to deliver this capability. This program manager must have a full understanding of the enterprise network baseline and an understanding of the future strategic vision of the enterprise network. This encompasses enterprise network routers and firewalls that protect the connectivity with other networks. This program manager translates enterprise network requirements into network conceptual design and interfaces with the network engineering team to ensure they fully understand the requirements. This program manager also works with the installers of network equipment to ensure that engineered solutions deploy on schedule and meet mission requirements. This requires that the IT Program Manager have strong background and perhaps even in the past functioned as a network engineer himself earlier in his career. A key aspect of the Program Manager s job is to ensure that the solution is secure in accordance with the mission A&A processes. This IT Program Manager utilizes existing network baselined information found in sponsor s tools and documents requirements appropriately in sponsor s request tracking database.
**Required Education, Experience, & Skills**
+ Seeking candidates with a minimum of 16 year's relevant experience. Bachelor's or Master's degrees are preferred.
+ Ability to capture and document new network requirements
+ Ability to investigate different alternative approaches to requirements to formulate tasking for network engineers
+ Ability to work with network engineers and installers and resolve external dependencies and risk associated with new network mission requirements
+ Ability to manage the end-to-end effort from requirements definition through security approval process and delivery of operational capability
**Preferred Education, Experience, & Skills**
+ Experience as a project manager for IC network activities
+ Deep understanding of capabilities of enterprise network routers and firewalls
+ Understanding of LAN,WAN, and VPNs
+ Proven ability to communicate effectively with mission customers, network engineers, network installers and sponsor management
+ Ability to multitask and work multiple projects simultaneously
+ Understanding of sponsor service request tracking systems, and network baseline database
+ Previous experience as a network engineer or network installer is helpful
