The successful candidate will serve as one of the engineering leads a VHA contract with responsibility for its technical healthcare innovative outcomes, and customer satisfaction. Today, wearable technologies, big data, machine learning and artificial intelligence, 3-D printing, and telehealth capabilities are driving significant and growing segments within the healthcare market. The candidate will have deep knowledge of healthcare innovation and automation with an emphasis on emerging technologies and agile software development. The Sr. Health Innovation Engineer will work closely with VHA stakeholders to implement VHA’s 5 major innovation task categories or “growth areas” in which ongoing efforts are focused on innovation in: (1) Personalized Care; (2) Data Transformation; (3) Digital Care; (4) Immersive Technology; and (5) Care and Service Delivery Models to produce definitive outcomes for Veterans health solutions.

This position requires knowledge of the operations of the Department of Veteran Affairs and its Administrations as well as healthcare operations and the support Veterans receive from this Federal Agency. In addition, the candidate will be expected to lead the evolving design, development, testing of new products/services and accompanying care and service models in a real-world setting VHA, ensuring they create meaningful value toward future solutions for VHA clinicians, administrators, and Veterans. The candidate will be expected to leverage their knowledge of emerging healthcare technologies and future VHA needs to develop and prototype solutions using the latest agile methodologies.
**Duties and responsibilities will include, but are not limited to:**
+ Leads technological approaches to support the program desired outcomes in designing, developing, and testing/evaluating prototype solutions that influence future healthcare decisions and capabilities.
+ Leads Design Thinking and Human Centered Design concepts in the VHA model to discover, test, replicate and scale innovation across the organization
+ Performs engineering work associated with the analytical, statistical, and programming skills to collect, analyze, and develop solutions to difficult clinical challenges
+ Lead agile and DEVOPS models for software prototyping
+ Monitor requirements, technical accomplishments and performance data used to track program metrics
+ Utilize professional judgement, critical thinking skills and research to improve program processes and resolve issues affecting program performance
+ Supports action item management and definition of program risks related to fulfilling tasks and objectives
+ Bachelor’s Degree in business related field, engineering, or a related scientific or technical discipline with at least 10+ years of experience
+ Must have experience in supporting process improvement in health care solutions and innovations.
+ Experience in leading agile teams and applying modelling/simulation in all phases of the system lifecycle.
+ Experience with software and security architecture modeling, tools and solutions.
+ Must demonstrate the ability utilize critical thinking skills to resolve challenging issues related to fulfilling Veteran healthcare challenges.
+ Good team player, able to manage multiple assignments, and adapt to changing client needs
+ Outstanding written and verbal communication skills with the ability to present business leaders
+ Must be able to obtain a Position of Trust and successfully pass a thorough Government background screening process and fingerprinting
+ Experience supporting program desired outcomes in building, improving, and using data science solutions including the utilization of known results to make future decisions (i.e., Artificial Intelligence (AI), Robotic Processing Automation (RPA)).
+ Experience in working with ML frameworks/libraries/packages: designing and developing Machine Learning solutions according to client requirements.
+ Experience with applied research techniques, data analysis, ideation, prototyping and evaluation of the solutions in the context of health care delivery
+ Knowledge of immersive technology, including Virtual Reality and tools, IoT and sensors to connect the physical world to the virtual world
+ Active VA access including assigned CAG and PIV
