About our opportunity:
The Assistant City Manager performs work that involves highly responsible and complex professional administrative work while assisting the City Manager with the direction and coordination of the activities of assigned City department directors and performing a variety of general administrative tasks and special projects. As one of two Assistant City Managers for the City of Asheville, this position will be responsible for performing professional-level work overseeing and directing various aspects and phases of municipal operations, and assisting in the preparation, maintenance and administration of the budget. Employee must exercise independent judgment, discretion, and initiative in completing assignments. Employee must also exercise tact and courtesy in frequent contact with community partners, County staff and the general public. Work is performed under broadly outlined goals set by the City Council and is evaluated through conferences and analysis of program achievements by the City Manager's office.
This position is exempt and a part of the executive pay plan, 37.5 hours per week. The Assistant City Manager position is not subject to the provisions of the Civil Service Law.
$123,466.46 to $197,546.35 pay range. Starting pay negotiable depending on qualifications.

Essential Duties & Responsibilities
- Assumes full management responsibility for assigned functions, services, and activities of the City including overseeing assigned departments; provides direction to assigned staff on implementing City Council policy and direction and ensures City Council and City goals are carried out by departments.
- Manages the development and implementation of goals, objectives, and priorities for each assigned service area; recommends and administers policies and procedures.
- Assesses and monitors workload, administrative and support systems, and internal reporting relationships for assigned areas of responsibility; identifies opportunities for improvement; directs and implements changes.
- Participates in the preparation, coordination, and presentation of the City's annual budget, capital improvement budget, and internal fiscal control measures; participates in the development and presentation of financial forecasts and historical information including reviewing expenditures and revenues.
- Participates in the development of City goals, objectives, policies, and priorities; incorporates community input into goals and objectives for the City for the City Manager's and City Council's approval; develops new policies in consultation with the City Manager; confers with Department Directors and employees regarding significant policy and procedural changes.
- Oversees and directs a variety of special projects; facilitates project activities and resolves problems; develops and submits project reports to the City Manager.
- Coordinates and participates in providing responsible staff assistance to the City Manager, City Council, and other City boards and commissions as assigned; attends City Council meetings and other public meetings to assist or represent the City Manager.
- Provides leadership in organizational goals and initiatives related to cultural competence.
Education & Experience
- Bachelor's degree in public administration or a related field, with a master's in business administration, public administration (MPA) or related field strongly preferred
- 6 to 10 years of progressively responsible, related experience in local government administration
- Possession of a valid North Carolina driver's license or out-of-state driver's license with ability to obtain the same
