JOB DESCRIPTION

TITLE: Controller

DEPARTMENT: Finance

FLSA STATUS: Exempt

REPORTS TO: Finance Director

POSITION TYPE: Full Time





JOB SUMMARY: To plan and direct the activities of the Accounting and Reporting, Accounts Payable, Purchasing, Accounts Receivable, Grants, Payroll, and Human Resources Divisions of the Finance Department.



ESSENTIAL JOB DUTIES
  1. Plans and directs the operation of the Accounting and Reporting, Accounts Payable, Purchasing, Accounts Receivable, Payroll, and Personnel Divisions of the Finance Department, to provide adequate internal control of funds and other assets.
  2. Assists the auditors in the preparation of the Comprehensive Annual Financial Report (CAFR) and the comprehensive quarterly financial reports in compliance with Generally Accepted Accounting Principles (GAAP) and Government Accounting Standards Board (GASB) principles; ensures the information submitted from outside agencies is compliant with GAAP and GASB principles.
  3. Monitors all internal accounting and financial controls; maintains the general ledger and reviews various monthly reports to ensure the general ledger balances with transactions.
  4. Assigns and directs reviews of the financial transactions for compliance with policy and accounting principles; assists Department employees with resolving unusual situations regarding the reconciliation of the payroll or other accounts, control of inventory, audit procedures, and other items as necessary; implements new policies and procedures based on review findings.
  5. Coordinates the annual external audit; serves as primary contact with external auditors; prepares schedules and provides other information requested by auditors.
  6. Advises employees on accounting policies, rules, and reports and the establishment of internal asset controls and accounting procedures.
  7. Assists Finance Director with presentation of accounting and financial data to Board of Directors, Manager, and department directors.
  8. Develops and implements policies and procedures to ensure all accounting transactions and record-keeping functions comply with applicable state and federal laws, Generally Accepted Accounting Principles (GAAP) and Government Accounting Standards Board (GASB) principles, ordinances, and accounting principles; monitors and coordinates overall accounting reporting activities.
  9. Coordinates accounting and information system functions for the Department; determines needs and directs installation, operation, and maintenance of microcomputers, applications, and local area networks; directs the implementation of Department and payroll/personnel databases.
  10. Reviews special payment requests, unusual situations, or conflicts with Department policy to determine how to resolve problems; directs payment or use of special procedures for accounts with insufficient funds, improper invoices, or frozen accounts.
  11. Prepares management reports for review by Director of Finance.
  12. Provides information regarding finance policies and regulations to employees of outside agencies.
  13. Assists the Director of Finance in preparing and providing necessary information for the annual budget.
  14. Performs cost analysis and review of services.
  15. Provides training to employees of the Accounts Payable, Accounting and Reporting, and Payroll Divisions and others as necessary in procedures, policies, rules, and reporting.
  16. Reviews and approves Purchase Requisitions over $1,000.00 processed for payment to ensure compliance with policy.
  17. Completes special accounting studies and analyses of various activities, including those required by other governmental agencies and information requested from other cities.
  18. Reviews outside billings and financial reporting.
  19. Serves as backup to the Director of Finance by directing Department activities in the absence of the Director.
  20. Monitors Cash flow.
  21. Performs Accounting and Finance functions for the Bi-State Justice Center and the Advertising and Promotion Commission.
  22. Completes time sheets for Finance Department.
  23. Performs Balance Sheet reconciliations.
  24. Authorizes and writes journal entries.
  25. Reviews General Ledger reports for all Revenues and Expenses.
  26. Allocates Police Bond Fund and Collector's Fund Distributions.
  27. Financial, Legislative and Grant Reporting.
  28. Performs other related duties as required.

SUPERVISORY RESPONSIBILITIES

Finance Staff, excluding Director, as determined by the Director of Finance



REQUIRED KNOWLEDGE, SKILLS, & ABILITIES
  1. Knowledge of accounting theory, principles and practices.
  2. Knowledge of Generally Accepted Accounting Principles (GAAP) or Government Accounting Standards Board (GASB) principles.
  3. Knowledge of budgeting processes.
  4. Knowledge of auditing principles and practices.
  5. Knowledge of electronic data processing applications for accounting functions.
  6. Knowledge of purchasing practices and procedures.
  7. Knowledge of computer fundamentals and business software, including accounting, database, spreadsheet, and word processing software.
  8. Knowledge of the principles of finance related to public agencies.
  9. Knowledge of management reporting practices.
  10. Skill in the operation of a microcomputer, utilizing accounting, database, spreadsheet, and word processing software.
  11. Skill in the operation of a ten-key calculator.
  12. Ability to prepare comprehensive quarterly financial reports.
  13. Ability to direct the design and implementation of information systems.
  14. Ability to develop and implement policies and procedures to ensure all accounting transactions and record-keeping functions comply with applicable state and federal laws, ordinances, and accounting principles.
  15. Ability to maintain complex financial records.
  16. Ability to read and interpret complex regulations regarding financial reporting and practices.
  17. Ability to perform mathematical calculations.
  18. Ability to plan and supervise the activities of professional and managerial employees.
  19. Ability to communicate effectively, both orally and in writing.
