The City of Asheville's Public Works Department is seeking to fill a full-time Operations Manager in the Sanitation Division. The Solid Waste Operations Manager is responsible for managing the day to day operations of the Sanitation Division in support of the City's integrated solid waste management program. The Operations Manager plans and coordinates operational activities to ensure that waste management services are provided in an efficient, safe, effective, and sustainable manner for the Asheville community and plays a key role in developing and implementing continuous improvement initiatives. This position oversees a workforce of 33 employees.
This position generally works Monday through Thursday from 7 a.m. - 5:30 p.m. However, this position must also be available to work Fridays, evenings, weekends, holidays, during storms, during emergency situations, and during special events as needed.

Hiring range: $51,919.14 -$62,302.96 (Salary is negotiable based on candidate's experience)

Essential Duties & Responsibilities
  • Supervises the Sanitation workforce, including hiring, scheduling, training, developing, and retaining employees.
  • Plans, routes, and schedules all necessary collection activities for the City, including: routine collection of trash, brush and leaves, scrap metal, and bulky items; cart delivery and maintenance; and coordination of staff, equipment, and materials for City-sponsored events.
  • Coordinates with recycling contract vendor regarding collection schedules, cart delivery, and customer service issues.
  • Communicates with City personnel, regulatory agencies, internal & external organizations, and citizens in an effort to provide excellent customer service, maintain good working relations, increase productivity, and expedite resolutions and solve problems.
  • Interprets and enforces City policies, procedures, and ordinances, including performing investigations and issuing citations to individuals or businesses in violation of the City of Asheville Code as it relates to Solid Waste.  
  • Monitors and maintains inventory, equipment, supplies, and assets to maximize efficient and timely waste collection within the City of Asheville.
  • Works with the Solid Waste Division Manager to develop and implement a sustainable solid waste management plan for the City.
  • Researches, develops, and implements operational innovations.
  • Assists in planning, developing, and managing the Sanitation division budget.
  • Reacts to emergency situations that arise due to the dangerous work performed in the division.
  • Coordinates with risk management, safety, and employee health departments to ensure that employees receive proper safety training and that they are working in a safe manner.
  • Acts as vehicle coordinator for the Solid Waste Division, including ensuring equipment is maintained, serviced, and inspected at the desired intervals and providing recommendations regarding equipment needs and replacement.
  • Facilitates staff meetings as needed.
  • Reviews new development/building plans and provides comments as they relate to City Solid Waste Ordinances.
  • Assists with the writing of contracts and selection of contractors for work that is outsourced.
  • Assists with snow removal operations before, during, and after snow events in coordination with other Public Works divisions.
  • Oversees data collection and prepares reports related to department activities and operations.
  • Performs the duties of the Solid Waste Manager in his or her absence as needed.
Secondary Duties:

Required Education & Experience Minimum Requirements:
This position requires an Associate's degree in solid waste management, business management, sustainability or related field, AND three years of operational experience to include planning and implementation of mission critical activities; OR at least six years of operational experience to include planning and implementation of mission critical activities, plus the following:
  • At least three years of supervisory experience.
  • At least three years budget management experience.
  • Understanding of integrated solid waste management or sustainable materials management principles.
Preferred Requirements:
  • Experience being involved in a continuous improvement process.
  • Experience with GIS.
Required Licenses and Certifications:
  • A Commercial Driver's License, or ability to obtain within 180 days of hire.
  • OSHA safety training (10 hour certification) or ability to obtain within 90 days of hire.
Physical Requirements:
  • This position requires the ability to stoop, kneel, crouch, reach, stand, walk, push, pull, lift, talk and hear. The work is moderately physical, and includes exerting up to 50 pounds of force occasionally, and/or up to 30 pounds of force frequently, and/or up to 10 pounds of force constantly to move objects.
  • The worker is required to have visual acuity to operate motor vehicles and heavy equipment, observe facilities, assess quality of work, view a computer terminal, read, analyze data and figures, and perform visual inspection of small items.

Working Conditions:
  • The worker is subject to both inside and outside environmental conditions. Activities occur inside and outside. The worker is also subject to hazards. This position includes a variety of physical conditions, such as proximity to moving mechanical parts, moving vehicles and/or exposure to all weather conditions.
