Essential Job Functions:
Responsible for supporting the development, administration and analysis of qualified retirement plans, including defined benefits and defined contribution plans. Provides subject matter expertise to internal and external requesters related to the defined benefits and defined contribution plans.
Accountabilities:
. Responsible for reviewing and providing 1st level of approval for the payment of invoices for employer contributions, Fidelity pension payments, Investment Manager Fees and Vendor payments.
. Develops and maintains procedures for internal and external audits.
. Responsible for gathering and providing audit data requests to auditors for annual audits, valuations, and SOX compliance testing.
. Assists HRIS and vendors with annual discrimination testing, ensure proper files are received timely and address any issues/questions related to the testing.
. Responsible for identifying plan administration and employee communication improvement areas.
. Responsible for interpreting summary plan description language, understanding and explaining IRS/legislative benefit laws, research and resolving issues, and providing consultative discussion and resolution to complex benefit situations.
. Helps facilitate the creation of and adheres to processes that are simple and easy to integrate with field HR protocol; evaluates tools (electronic paper, media, etc.) that are effective for field HR collectively.
. Identifies interface and processing issues in the HRIS system and collaborates with the Qualified Plans Manager, HRIS and the vendor partners on problem identification and/or resolution.
. Participates in the development, implementation and administration of new retirement plan programs, retirement plan communication and provides recommendations for materials and processes.
. Develops strong partnerships with external vendors (plan administration, eligibility, recordkeeping service, and trust services) to ensure that plans are administered appropriately and that issues are resolved timely and accurately.
. Delivers excellent customer service and research resolution, provides counsel and advice regarding complex issues relating to all TWC qualified retirement plans.
. Assists with special projects pertaining to retirement plan design and financial modeling
. Other duties as assigned
Job Requirements:
. Previous experience in Benefits Finance/Taxes, specifically with Qualified Retirement Plan administration and analysis.
. Bachelor's Degree level in Human Resources or Finance preferred.
. 5+ years experience with Qualified Retirement Plans.
. Proficient knowledge of Microsoft Word, Microsoft Excel, and Microsoft Access.
. Working knowledge of PeopleSoft preferred (including query and reporting).
. Strong analytical, verbal and written skills.
. Excellent interpersonal skill demonstrating an ability to organize, coordinate and effectively work as part of a team.
. Keen ability to multi-task and pay close attention to detail.
. Highly motivated, self-starter that requires little direction and takes personal ownership in all aspects of the role.
Education and Experience:
Bachelor's degree (B. A.) from four-year college or university; or equivalent training, education and experience.

Position Summary:
The Operations Manager will help identify, define, build and implement efforts related to the Company's transition to an HR Shared Services delivery model. The Operations Manager will partner with the Customer Service Manager and HR Leaders across the organization to ensure the centralized HR Employee Service Center provides efficient and effective services that support the ongoing needs of the business. A primary accountability will be ensuring the delivery of on-time, quality driven service to internal customers and ensuring customer service level agreements are met. The Operations Manager will be responsible for business analysis and project management to support the continuous improvement of the HR Employee Service Center. The Operations Manager will support the Vice President, HR Operations in ensuring the effective execution of the HR Shared Service strategy by conducting analysis of operations, including process improvement and performance measurement. The Operations Manager will work closely with the VP HR Operations, Customer Service Manager, Centers of Excellence, HR Generalist Field, HRIS and other key stakeholders to identify, communicate and implement improvements to HR Shared Services.
Essential Job Functions:
. Track and prepare operational reporting and quality assurance metrics to identify opportunities for improvement across the HR Shared Services function.
. Create, define, monitor and implement Service Level Agreements (SLAs).
. Identify improvement opportunities and partner with the Customer Service Manager, Centers of Excellence (COE), and HRIS to implement, manage and communicate change as well as develop training plans for the HR Service Center staff.
. Develop, implement and monitor action plans to transition HR Service Delivery from a currently decentralized model into a centralized model by continually identifying transactional work in the field or the COE that can be moved to HR Shared Services.
. Optimize and standardize processes, help implement new technology enhancements.
. Participate in vendor selection.
. Support superior customer relationship with Corporate and Field HR teams by conducting regular face to face satisfaction assessment meetings and conducting periodic customer service surveys to measure the customer effectiveness of the HR Shared Service function.
. Assist in developing and implementing productivity standards and monitoring to ensure Shared Service objectives and service targets are met.
. Monitor effectiveness and relevance of the policies and actively seek to identify continuous improvement opportunities and enhancements to improve service quality.
. Review and revise operating procedures to ensure that the HR Service Center provides excellent support to its business partners and to adapt to changing business needs.
. Determine HR Shared Services operational goals and metrics.
. Conduct business performance analysis reviews to assess performance against targeted objectives.
. Design, implement and monitor continuous improvement program.

Job Requirements:
. 10+ years of related Human Resources experience, with significant business management experience in an HR Shared Services/operations center environment
. Experience in a PeopleSoft or other ERP environment
. Experience running an internal operation as well as experience managing an outsourced provider
. Experience in continuous process improvement, including technology upgrades and implementation
. Possess strong analytical capacity and expertise in communicating complex concepts
. In depth knowledge of Human Resources, Payroll, and Benefits transaction processing
. Ability to effectively interact, negotiate, and influence staff in various levels of the organization
. Strong orientation to detail
. Strong organizational and strategic skills with demonstrated experience developing and implementing solutions to issues
. Ability to work on multiple tasks/projects occurring at once in a rapidly changing environment
